Dear Mr. Chairman:

I am sorry that I am unable to be present at the confirmation hearing on the nomination of Ms. Jackie Clegg to be First Vice President and Vice Chairman of the Export-Import Bank. I appreciate this letter being read into the hearing record because I feel very strongly about expressing my enthusiastic support for this nomination.

I have known Jackie Clegg since she first came to work for me in my Senate office in Washington, DC fresh out of college. She served as my Legislative Assistant for National Security and Foreign . Affairs for over nine years- In that capacity, she served as my principal advisor on a broad range of national security and foreign affairs issues. She developed an expert knowledge of programs, institutions, policies and issues in those fields. I was always very confident that I was receiving the best possible information and analysis of the legislative issues arising within her area of responsibility.

Jackie always demonstrated consistency, dedication, excellence and thorough professionalism in her work, and I developed great confidence in her ability to represent me in dealings with agency representatives, constituents and other committee and personal staffs in the Congress. One of the things that I miss about being in the Senate has been my association with many of the hard-working, dedicated and talented individuals who served on my staff. Jackie Clegg epitomizes that characterization.

Since leaving the Senate in 1993, 1 have been aware of Jackie's ongoing career accomplishments and was pleased to learn of her joining the Export-Import Bank shortly after my departure from Washington.

Having served as Chairman of the Senate Banking Committee, I am very well aware of the important role of the Export-import Bank in enabling US business to effectively compete in the world market. . I know that Jackie has been a key member of the management team there, and the past six years of experience have made her especially and uniquely qualified to assume this new position.

I applaud President Clinton's nomination of Jackie Clegg and urge the Committee and the full Senate to confirm her nomination.
