Good afternoon, Mr. Chairman and Members of the Committee.
I am deeply honored to have been nominated by the President for the position of Assistant Secretary for Export Enforcement. I thank you for this opportunity to appear before you and respond to your questions.
I would also like to thank Senators Feinstein and Robb for their kind words of introduction.
I would like to introduce family members who are here with me today: my husband, Larry Franceski, who is a lawyer; my 2 and 1/2 year old son, Johnny Franceski, who started pre-school this fall; my mother, Flora DeBusk Scott, who is a retired school teacher and dairy farmer; and my sister-in-law, Sonia Franceski, who is an economist.
Mr. Chairman, vigorous enforcement of export controls is vital to our nation's commercial strength and national security. We can support export growth only if we know that U.S. exports will not be used against us. The U.S. leads the world in advanced technology. Countries around the world want what we have. Through the enforcement of export controls, we must ensure that U.S. exports will not be used to undermine national security. if confirmed in this position, I would work hard to implement Export Enforcement's mission to protect national security, foreign policy and public safety.
Enforcing export controls is a tough job. My goal, if confirmed, would be to make Export Enforcement an elite, specialized, well- trained unit.
In enforcing export controls, I know that U.S. companies need certainty and fairness. I believe that Export Enforcement has done a good job in that regard, and I would continue to build upon that foundation. As part of that effort, I would strengthen industry outreach. Companies need to know what the rules are and how to implement them. we need to help our exporters be alert to bad transactions in which rogue regimes are trying to illegally acquire U.S. goods and technology. It is far better to stop an attempted illegal export than to impose sanctions after a violation of the law has occurred.
Export Enforcement's Antiboycott Office works to ensure a level playing field in international commerce by combating the Arab League's boycott of Israel. I would fully support that Office in its important mission of strictly enforcing the antiboycott provisions.
I know that Export Enforcement is important to the Congress, and, if confirmed, I would work closely with this Committee and the Congress as a whole in carrying out the responsibilities of Assistant Secretary for Export Enforcement.
