Senator Warren Statement on Trump Administration's Removing Export Controls on AI Chips to UAE

Washington, DC – United States Senator Elizabeth Warren (D-Mass.), Ranking Member of the Senate Banking, Housing and Urban Affairs Committee released the following statement on the Department of Commerce easing export controls on AI chip sales to the UAE:

“We already know that the UAE royal behind G42 and MGX secretly bought a 49% stake in the Trump crypto company, World Liberty Financial. It was also just revealed that President Trump made a whopping $263 million windfall related to this deal, part of the $1.4 billion he raked in from his crypto ventures last year alone.

“Now, Trump’s Commerce Department is giving G42 license-free access to advanced AI chips and promising favorable treatment for MGX, despite reported concerns about the diversion of sensitive technology to China and other national security risks.

“Secretary Howard Lutnick and Under Secretary Jeffrey Kessler need to testify in front of the Committee to explain this corrupt deal and how it could put our national security at risk. And Congress should not pass any crypto legislation that does not stop the President and his family from continuing to profit off of crypto.” 

Senator Warren has a record of working to protect U.S. economic and national security:

  • Today, Ranking Member Warren and Senate Democratic Leaders called on their respective Committees to hold hearings to investigate the national security implications of President Trump’s cryptocurrency holdings, including the influence of the UAE or unknown third parties on President Trump’s actions.
  • Last month, Warren released a report detailing how officials and entities affiliated with the UAE made unprecedented investments in the Trump family’s cryptocurrency company World Liberty Financial (WLF), and how the Trump Administration subsequently took at least 10 policy actions benefiting the UAE—despite serious economic and national security concerns.
  • Warren and Josh Hawley (R-MO) pressed Howard Lutnick ahead of his confirmation hearing to lay out specific steps he would take if confirmed to strengthen export controls.
  • Warren and Jim Banks (R-IN) introduced the AI OVERWATCH Act to ensure that the chips powering the next generation of AI fuel American innovation and American national security, not China’s military and surveillance apparatus
  • Warren and Banks also introduced the bipartisan GAIN AI Act last November to require companies to give American businesses first priority in acquiring advanced AI chips before exporting these chips to China and other countries of concern like the UAE. The original amendment passed the Senate on October 9 as part of the National Defense Authorization Act (NDAA).
  • Senator Tom Cotton and Senator Warren introduced the Chip Security Act, to prevent advanced American chips from falling into the hands of China and other countries of concern like the UAE by improving oversight of advanced AI chips and directing the Secretary of Commerce to require chip security mechanisms.
  • Warren and Elissa Slotkin (D-MI) called for an investigation into the extent of Donald Trump, Trump family, and Senior Trump Administration officials, including Steve Witkoff and David Sacks, are cashing in on foreign crypto deals after reporting that exposed connections between the Trump family’s cryptocurrency firm and an agreement giving the UAE access to advanced A.I. chips.
